Studying in Singapore from India: entry visa and Student's Pass

Singapore's Immigration and Checkpoints Authority treats Indian passport holders as visa-required, and that changes the timing and fees of the Student's Pass. This guide covers those India-specific points, how Indian Class 12 English marks are used at some institutions, and how India recognises a foreign degree when you return. Rules change, so check ICA before you pay anything.

What is different from India

Indian passport holders need an entry visa for Singapore

ICA's India page says you need a visa to enter Singapore if you hold an Indian travel document, with exceptions for diplomatic, official and service passports. Your Student's Pass process covers this for study. Source

For visa-required nationals the visa is included in the in-principle approval letter

ICA says that if you require a visa to enter Singapore the visa is automatically included in your In-Principle Approval (IPA) letter, and that you show the letter at the immigration checkpoint. ICA also says the letter does not guarantee entry. Source

Fees add a visa charge for visa-required students

ICA lists an S$60 issuance fee for the Student's Pass and an S$30 fee for the multiple-journey visa if applicable, payable online. Check ICA for current amounts. Source

Processing is longer for visa-required applicants

For government schools and ITE, ICA gives a processing time of within one week, or within two weeks if a visa is required. For new applications at private education institutions it gives within one month, or within two weeks for an EduTrust-accredited institution. Some cases take longer. Source

Indian Class 12 English marks and English-medium degrees can serve as English proof at some institutions

An ApplyBoard guide says Singapore's ICA has no independent English requirement and the admitting institution decides, that CBSE or ISC Class 12 English marks typically satisfy NUS or NTU, and that postgraduate applicants with an English-medium Indian degree may be able to use a medium of instruction letter. Check the course page for the exact rule. Source

India's UGC grants equivalence to qualifications from foreign institutions

India's UGC notified regulations in 2025 for recognition and equivalence of foreign qualifications, with an online portal. They do not apply to professional qualifications such as medicine, pharmacy, nursing, law and architecture, which follow their own councils. Check this if you plan to work or study further in India after Singapore. Source

India and Singapore are both Apostille Convention parties

The Hague Conference status table lists India (since 2005) and Singapore (since 2021). If an institution asks for apostilled Indian documents, the Ministry of External Affairs is the authority to ask about. Source

Your steps, in order

  1. Get your offer from the institution and ask which Student's Pass application route it uses.
  2. Check the institution's English requirement and whether your Class 12 marks or degree medium of instruction letter counts.
  3. Prepare the IPA letter and keep a copy ready for the checkpoint.
  4. Budget for the S$60 issuance fee and the S$30 visa fee if it applies.
  5. Allow about two weeks for processing when a visa is required, and more for private institutions.
  6. If you plan a career in India later, check the UGC equivalence rules.
