Studying in the UK from Pakistan: visa rules, the TB test and what the refusal rate actually means
Pakistan has the UK's highest published student-visa refusal rate among major nationalities — about 39% in the most recent reporting — so most guides to this corridor lead with league tables and scholarships instead of the numbers that actually decide an application. This one leads with those: proving English to the visa's own standard (not the university's), the TB test, funds held for long enough, and what a 39% refusal rate does and doesn't tell you about your own file. Rules change, so check each official source before you pay anything.

What is different from Pakistan
English: CEFR B2 at degree level, and Pakistan is not on the exemption list
GOV.UK requires a Student visa applicant at degree level or above to prove English to CEFR level B2. Pakistan is not among the nationalities GOV.UK exempts from this (that list is mostly English-majority Commonwealth countries, Ireland and the US). A Pakistani applicant proves English with an approved Secure English Language Test, a UK qualification, or an Ecctis-assessed degree taught in English — IELTS for UKVI treats a minimum of 5.5 in each of the four components as meeting B2. A TB test is required for Pakistani residents coming for 6 months or more
Pakistan is on the GOV.UK list of countries with approved TB-test clinics for a UK visa. The general rule: if you've lived in a listed country (or several, within the last 6 months) for 6 months or more and are coming to the UK for 6 months or more, you need a chest x-ray at an approved clinic; the certificate is valid for 6 months from the x-ray date. Pakistan's reported refusal rate is the highest of any major nationality GOV.UK data tracked, but it's a 39% rate — not a majority
Times Higher Education's 2026 reporting on UK Home Office data for January–March 2026 put the refusal rate for Pakistani applicants at 39%, describing it as roughly trebling versus the prior comparable period — well above Nigeria (21%), India (7%) and Nepal (4%) in the same report. That means roughly 6 in 10 Pakistani applications in that window were approved; it is a published group rate under tightening enforcement, not a prediction for any one complete, well-documented application. Funds must sit in your account for 28 days in a row
GOV.UK currently states maintenance funds of 1,529 pounds a month (up to 9 months) for courses in London and 1,171 pounds a month outside London, on top of tuition. The money must be held for at least 28 days in a row, and the 28-day period must end within 31 days of your application date. Source
Most students on taught courses cannot bring dependants
Since the January 2024 policy change, most international students on taught courses cannot bring dependants to the UK — only postgraduate research students and government-sponsored students generally still can. Factor this in before you apply if you were planning to travel with a spouse or children. Source
Your steps, in order
- Check the exact course page for its own English-score minimum — the visa floor (B2 / IELTS-equivalent 5.5) is lower than what most master's programmes actually ask for.
- Book an approved SELT (IELTS UKVI Academic is the simplest, since it satisfies both the university and the visa requirement in one test).
- Get your academic transcripts and certificates properly attested (HEC attestation is the standard route for Pakistani credentials used abroad) before the university or UKVI asks for them.
- Get an offer and the Confirmation of Acceptance for Studies (CAS) from a licensed UK sponsor.
- Plan your funds so the required amount is held for 28 days in a row, ending within 31 days of the application.
- Book the TB x-ray at an approved clinic in Pakistan shortly before applying; the certificate lasts 6 months.
- Build a file where every name, date and number matches exactly — document and funding consistency, not test scores, is what the refusal-rate gap with lower-refusal nationalities suggests is decisive.
- Decide before you apply whether you'll travel alone, since most taught-course students cannot bring dependants.

Is it true the UK refuses most Pakistani student visa applications?
No. Times Higher Education's 2026 reporting put the Pakistani refusal rate at 39% for January–March 2026 — the highest among major nationalities tracked, but that still means roughly 6 in 10 applications were approved. It's a published group rate, not a prediction for a complete, consistent, well-funded individual application.
Do Pakistani students need a TB test for the UK?
Yes, if you've lived in Pakistan (or another listed country) for 6 months or more and are coming to the UK for 6 months or more. It's a chest x-ray at a Home Office-approved clinic, valid for 6 months.
What English test do I need from Pakistan?
For the visa itself, CEFR level B2 at degree level — IELTS for UKVI treats 5.5 in each component as meeting that. Many master's programmes ask for more than the visa minimum, so check the specific course page.
Can my spouse come with me?
Most taught-course students cannot bring dependants since the January 2024 rule change. Postgraduate research and some government-sponsored routes are the main exceptions — check GOV.UK for your exact course type.
