Anmeldung: the two-week rule
Within two weeks of moving into any long-term address you must register it at the Bürgeramt (citizens' office). The certificate you receive — the Meldebescheinigung — is the key document German life runs on: banks, the residence permit, phone contracts, and your tax ID all hang off it.
- Book the appointment online the day you have an address — slots in big cities go fast.
- Bring: passport, the landlord's Wohnungsgeberbestätigung, and the filled registration form.
- Your tax ID (Steuer-ID) arrives by post automatically after — you'll need it for any job.
The right order for everything else
- 1. Anmeldung → 2. bank account → 3. university enrollment → 4. residence-permit appointment (Ausländerbehörde) → 5. semester ticket / transport pass → 6. working-student job paperwork.
- Health insurance should already exist from the visa stage — bring the confirmation to enrollment.
- Keep a single folder (paper AND scans) — every office wants copies, and you'll re-use them for years.
If you can't get an Anmeldung address
Hostels and short sublets often can't issue the landlord confirmation. It's a common cold-start problem: prioritize dorm waitlists and WG rooms where registration is explicitly possible ('Anmeldung möglich' in listings), and treat any room without it as strictly temporary.
Common questions
Is there a fine for late registration?
Fines are possible if you're clearly late without reason, though first-time students who register as soon as they realistically can rarely have problems. Don't test it — book early.
Do I need an appointment in every city?
Most big cities: yes, online booking. Some smaller towns take walk-ins. Check your city's Bürgeramt page.
